There is something seriously wrong with your configuration.  Moc should be 
detected by your configure script, and so should dcopidl and co. (which 
genereate the stub and Iface files).  Did you make kdelibs first? and was 
there any errors in the first dir that got compiled? libldtl (afaik).  You 
need that to compile the rest of kde.

try reconfiguring your kde build.  if you have a Mafefile.cvs in your dir, do 

make -f Makefile.cvs
./configure
make clean
make

This should get everything rolling properly.  You might want to add 
$QTDIR/bin to your path as well for moc and uic.
