The issue here is a lot simpler than you all think.  In Europe and 
some other regions it's considered OK to have pictures of nude or 
partially nude women displayed in public.  

I.e. there are British newspapers that publish pictures of topless 
women in each issue.  In the US that would not be acceptable.  At 
least not for a newspaper sold to all comers and not sealed in 
plastic.
