I finally tracked the problem down -- almost.

One of the files in "$HOME/.kde/share/config was corrupted.

It appears to be one of the files initially loaded either the first time KDE is
run or one of those supplied from "/etc/skel/.kde/config/" when the account is
created.  Or, perhaps I failed to install one of the new ones when I upgraded.

It isn't "kickerrc", because I copied that back.
