Is this just a typo, or did you actually SUID pppd?

In any case, you need to SUID kppp.  Be sure that you have the actual
executable and not just a link or script (some distributions use these).

There is a file: "/etc/ppp/options".  This should contain: only "lock"
and "noauth" and comments.
