It's both.  Wine implements the Win32 API on Linux systems and Corel 
simply used that implementation to recompile it's office suite on 
Linux.  The Linux version of WP Office will not run under Windows so
I guess it isn't a bunch of Windows exe and dll files running under 
emulation :)
