the excuse offered is that it is in keeping with an interim standard 
that says if it comes with the distribution, that's where it goes. a 
foolish consistency, as they say.

well, the ideal method is to d/l all the code tarballs, uninstall all 
the kde rpms (you would want to backup ~/.kde in case the uninstasll 
decides to nuke it), then build kde with the configure option 
--prefix=/opt/kde. you would also need to edit the $KDEDIR in 
/etc/profile.d/kde.sh.
