you don't need to configure KDE to do this, you can tell your X server and
it will do this with every window manager/desktop system you run.

Just put

   option "power_saver"
   BlankTime       5
   SuspendTime     15
   OffTime         25
 
in the "screen" section of your XF86config.

Or use "xset".
