There's a file in kdelibs called 'KDE2PORTING'. You might want to look 
there...

And as for KIcq - you might want to check out Licq.  It's got a lot more 
features, and works with KDE2.  It hasn't been compiling with KDE lately, 
because some header stuff has been temporarily changed. (At least that's what 
I've been led to believe :).
