Dragging the icons to where you want them is a nice idea, but it needs to be
coupled with an align - to - grid option, and a variable sized grid (5 x 5 is
usually what I want, but sometimes it would be nice to snuggle icons right up
next to each other).
Perhaps user creatable icon bars that icons could be dragged onto or off of?  The
the bars could be dragged independently, and the icons would all follow in a
train.  But one would still want to be able to control the spacing, and perhaps
even the icon size.  (Should an icon dragged from a 32x32 bit context
auto-convert to an 8x8 size when dragged to a bar full of small icons?  What
about vice versa?)
