Well, well. Some distros actually have thought about this, at least my
Mandrake 7.0 has a menu entry called "Answering machine & Fax" in the KDE
Applications Menu. (It's a KDE app called "kvoice", btw).

As I don't have a modem or ISDN card, I cannot test this, but I'd love to
hear your experiences.

kvoice seems to do it.

kvoice is actually a frontend to mgetty+sendfax.
