You can get the binaries as of 02-28-2000 at ftp.nebsllc.com/kde2/current
or http://www.nebsllc.com in both tar.gz and .rpm format. 

Please read the README file in that same directory,

I build the binaries about every 7 to 10 days and they are always in the
same place. The 2-28-2000 build was extremely clean and works on all
distributions.
