No, I checked About in kthememgr. 

  [rainer@rawu] /scratch/rainer/kde/kdebase/kcontrol/themes$ less version.h
  #ifndef VERSION_H
  #define VERSION_H
  #define KTHEME_VERSION "1.0"
  #endif
  version.h (END)         

shows that I am using VERSION 1.0 and the bug occurs.
