Subject: re-sizing application windows

can anyone help me with this? i have a real old monitor that can only
support 640x480. when running many applications i am unable to 'see' the
bottom of the window, which is very delimiting since some of the buttons i
need to choose are down there. the bottom of the window simply extends past
the virtual window that i am in. opening up the window that the bottom of
the application extends into does not seem to help as the application is not
there once i click into this screen section.
what tells the apps to be 'this big'? is there a global setting somewhere
that i need to change?
i have the default KDE that is on the redhat 6.0 distro and have not made
any updates, changes etc. if this is the first thing that i should do,
please point me in the right direction...
