Got my problem fixed.. now I just need to make the other users able to use
the serial port.  I haven't your problem yet.. hope not to either :)

This is very similar to a problem I encountered when I moved from a (very
patched RedHat 5.0) to Mandrake 6.0.  I made chat suid root also and now
have no problems connecting.  I don't know if there are any security
problems with this however.

another problem I encountered was that the kppp from kde version 1.1.1 made
my whole connection slow to 600 bytes per second.  I downgraded to the kppp
that came in kde 1.1 and am back to normal.  No idea on what to do with that
one.
