Possibly, however many RPMs are not relocatable.  And I expect they
built KDE with $KDEDIR=/usr.  I recall from early this year that not
everything in KDE uses the environment variable. THis may have been
fixed.

Still, that's not the point.  If everybody had the same files in the
same place then it would make life much easier all round, wouldn't it?
