Without knowing much about Kppp etc. it is clear, that Paul Kaplan's problem is
 a permission problem, because root can do it, others not. 
To solve that, it can be unsufficient, to check suid-bits etc. 
A possibility is as well that e.g. the directory in which a lockfile has to
be created or a logfile doesn't have write-permission for world.

A straight forward method to find such files or directories would be:
   login as root 
   check time  
   wait 5 minutes doing nothing
   do, what you can't do as a normal user and finish it; do nothing else during this time, to   
       keep the number of changed files low
   wait again 5 minutes
   use  find or  'ls-lRat / '-output to find the files and/or directories which changed
   in the last 10 minutes and check their permissions.
