Then try either

 QTDIR=DIR
 export QTDIR 
 ./configure   ...
 
 or ./configure  --with-qt-dir=DIR ....
 
 with DIR pointing to the real location of the qt-directory.
 
 You   m u s t   compile in this order (see the kde README and INSTALL-files):
 
  1) qt (you did already)
  2) kdesupport
  3) kdelibs
  4) kdebase
  5) the rest in any order
