I'm not sure. I didn't write the code. But nonetheless I agree with it. Back
when Linux was just getting started, icons went all over the place. Kwm, AS,
and WM all look like they are going to start to enforce where icons are placed.
This is IMHO a good thing, even if a little bothersome.
