The first time I have seen an article where Linux was pre-installed thus
cutting out 90% of peoples problems.

KDE does not provide a facility for mounting and unmounting devices by
default. You can set up the kdelink files by right clicking on the root
window and selecting new->Device.

However it would be pointless to put a device kdelnk for the CD in by
default as most people don't have CDRoms (i.e. people on Sun boxes and
XTerms). Even with RedHat the default is for root to be the only person
who can access /dev/cdrom, there is not even a mountpoint put in for it
by default (at least on 5.0).
