kppp relies on the '+ua' option to pass PAP arguments to pppd.
Unfortunately, this option was abondened in pppd 2.3.x.
You'll either have to manually modify your /etc/ppp/pap-secrets file
(see PPP-HOWTO) or wait until someone (you ?) extends kppp PAP-support
to work with pppd 2.3.x.
