Two Pointing Fingers Of Blame: ;)
1) AutoRaise... isn't that asking for this kind of thing? ;)
2) IMVHO it's the responsbilility of the widget set/app to pop the
pop-up window under the cursor, rather than warp the cursor to the new
pop-up. :) (At least, for 'expected' pop-ups which occur as a result
of i.e. clicking something in the respective app; 'warning' popups and
such shouldn't get keyboard focus automatically.)
As far as KWM is concerned I think the discussion is over (e.g. it's
going to be configurable) - everyone has their Favourite Way. :)
