I have a feeling that a person in such a position would get rather
two-faced rather quickly. One face would say (to the asker) "I wish I
could help, but there is nothing I can do to fix that right now..." or
"that hasn't been resolved yet", and another would say (to the relevant
people) "FIX IT!!!". Not universally, of course...

Perhaps that would be good.
