As far as I have observed the window buttons in KWM are ordered in
layers with right buttons being on top of left buttons and Minimize >
Maximize > Sticky > Close > Menu.

This makes small windows difficult to handle, e.g. xv displaying a small
icon.

I would suggest to put the Menu-button on top of everything else in
order to always allow the necessary operations (close, maximize).
