I am using exactly the same version, 4.11.1 on Kubuntu, though English and in 
the main KMail window I have a View-Headers menu. On selecting that menu I 
have 6 options, I prefer the "Fancy Headers" personally.

It is not what I would call "email background" but it shows the mail headers 
in different ways. And it works as a global setting.

Am not sure if this helps you in any way and I agree the reply you got is a 
bit strange.
