Here you go:

Klipper -> Configure Klipper...
Actions -> Add Action
Regular Expression: ^[0-9]{9,10}$
Automatic: Yes
Description: Popup timestamp
Add Command:
    Command: notify-send "`date +"%Y-%m-%d %H:%I:%S" -d @%s`"
    Output Handling: Ignore
    Description: Popup timestamp
