On second thought, setting "Always on top" did not work. Virtual Box
is still shown (sometimes) below the panel. This is rather
indeterminate, I cannot figure out under what conditions Virtual Box
will be below and under what conditions Virtual Box will be above the
panel.
Might this be a bug in Virtual Box?
As a workaround, is there any way to remove a panel from a particular
desktop. I considered using a different activity for Virtual Box, but
I found that cumbersome for my usage profile.
