As far as I understood the comments on the bug report it is not a general 
technical reason but one specific to the Plasma default panel.

Since panels are widgets like anything else, it is most likely possible to 
create a panel plugin that does its visualization differently.
Or by using a panel application rather than a plugin to the Plasma desktop.
