If you open a CP-1251 file in Kate:

	File -> Open

with: "cp 1251" selected and it displays correctly.

And then you save it as UTF-8:

	File -> Save As ...

and select: "utf8" and the saved file isn't correct, what you are 
describing is a bug which should be reported.
