i think you have this list confused with a kde help list? this isn't a general 
user list, this is a list for discussing KC KDE (which is currently on 
hiatus). there are user support lists, though =)

and the answer to your question is probably one of:

 o you didn't install the qt-devel package (assuming you installed from a 
binary package such as rpm or deb)
 o you installed it somewhere strange and you need to pass 
- --with-qt-dir=/where/qt/is to ./configure
