WebServiceSampler reads the XML files using the platform default encoding

The WebServiceSampler reads the XML files containing the requests it needs to
send using the platform default encoding -- no matter which encoding is
specified in the XML header.

Instead it should read the files as binary and parse straight from the
InputStream -- no need to convert to String.
