I guess now you need to adjust the security reference of your portlets.
The "default" security allows full access only for users with the role
"user" and only the view action for users with the role "guest". The
anon user only has the role "guest". So either you add the user role to
the anon user, or you change the default security (in security.xreg) to
allow full access for guests also or you create a new security entry and
use that for the portlets you want the anon user to have full access to.
