Maybe this should be added as a question/answer to the FAQ (if they are
still being maintained), as it seems to be a common problem.

That was it exactly.  The jEditLauncer was using Java 1.3.  The scroll wheel
works fine now.

Make sure you are using jEdit 4.1 (or later) and also check the
jEditLauncher configuration to see if jEdit is really being run by JDK
1.4.2.
