There currently does not appear to be any API to define the for Format attribute of \
the SAML2 Issuer element. The Subject bean is similar, but it defines a method for \
setting the subject name ID Format, I'm looking for something similar.

For background, we are working on building a client that conforms to the NHIN \
Authorization Framework specification \
(http://sequoiaproject.org/wp-content/uploads/2014/11/nhin-authorization-framework-production-specification-v3.0.pdf). \
If you look at section 3.2.3.2 of this document you'll see the format set on the \
issuer element. Would it be possible to add an API to set this value? Is there a \
reason it isn't really possible to set now?
