Thanks for all the tips.

There was a line as described in the access.conf. I commented it out.
I made sure all of the lines were commented out just to be safe.

I checked the inittab. There are several TTY's using mingetty. There
doesn't seem to be anything specifically blocking the keyboard input.

All of the users can telnet or ssh, including root.

No one can log in at the console.
When you boot up the machine, you get a login prompt. You type "root"
or "username" or whatever. the screen blinks. Then just below the
prompt you get another prompt. You never get the chance to enter a
password. As soon as you hit ENTER on the ID, you get another login
prompt.

NOTE: At some point in the recent past, nobody but root could login
remotely via telnet or sssh. I managed to fix it so that anyone can
login remotely, but still no one can login at the physical keyboard
attached to the computer. Also at that time only one root could login.
You couldn't login as root from 2 different terminals, whether serial
TTY or SSH/Telnet.

I don't know when this started. The first time I found out about the
problem was when I tried to access the server about a month ago. I've
only been working here a few months and the server predates me by at
least 2 other admins. As far as I know it had never been updated until
I did a yum update while trying to repair the login process about two
weeks ago.

I'm starting to wonder if it isn't a keyboard configuration problem. I
don't think it's a hardware problem because I've tried multiple USB
and PS/2 keyboards with the same result.

Is there a keyboard configuration that would send two CR/LF or
whatever it is when you press the ENTER / RETURN key?

That's just at theory. I'm open to any advice.
