Which Outlook Express/IE version are you using ?
Do you have client authentication turned on or off ? With 2.1a1 nttp
auth is
broken.

I'm Using version IE/OE 5.50.4807.1700
And no i do not have Authentication enabled for the NNTP account.
I did try that though with no result.

Is Mozilla 1.0 newsreader broken in the same way with both versions of
James?

Yes, it seems like Morzilla 1.0 acts the same way on both james
versions.
