Formatter for properties file

It would be cool to retain all formatting of the original properties file when \
writing back some new entry. If properties file is large and have many commented \
entries which are there as a remainder of all possible options that can be set, those \
commented entries should noot be deleted when saving configuration.

As mentioned in http://issues.apache.org/jira/browse/CONFIGURATION-170, a formatter \
class of some kind would be the solution.
