This means that you can register a server process that has POAs with
persistent lifetime policy with the repository for on-demand 
activation, i.e. whenever a request is made to an object that has
a persistent lifetime and the server hosting the object is not up, 
the repository will start it "behind the scenes" without the client 
noticing (except for some delay). (In beta 13, e.g., the name server 
has a persistent IOR and can go up and down.)

programming in C++", the chapter on the Implementation Repository.
