Hi Eric.  I assume from the name of your config file that you're using
1.4.x.  Am I correct?  I am new at this, but have successfully run a
jabber2 server.  In jabber2 there is and etc/templates path which
contains a template roster that is grabbed by new registrees.  Check out
the source tgz.  Maybe you can glean some information from that.
