You can use:
apachectl configtest to see if /etc/httpd/conf/vhosts.conf is correctly,

in some case ipsman-aget generate stange lines in the file and apache 
dont start so try to use: '/opt/ispman/bin/ispman.ldap2apache' to test 
if vhost generation is fine.

In /opt/ispman/lib/http.lib on line 263 you can enable a line to check 
if generated file is correct to restart apache.

If you have wrong lines in /etc/httpd/conf/vhosts.conf you can 
regenerate the file use '/opt/ispman/bin/ispman.ldap2apache'. You need 
to remove /etc/httpd/conf/vhosts.conf and 
/etc/httpd/conf/vhosts.conf.hash to rebuild you vhost configuration file

again.

Hum, you have erros in you ldap configuration. Are you using a user with

privileges to get and write data in ldap for ispman agent?
