It is important for identifier such as M-ID with local significance rather
than global ones , especially for exchanges occur simultaneously among
multiple connections.
To use message ID with local significance in phase two of IKE(similar to
tunnel establishment in L2TP):
1) If Alice chooses X1 as the Initiator M-ID when initiating an exchange to
Bob, Alice should set M-ID in HDR to zero and attach a payload to indicate
X1 as initiator's M-ID for subsequent messages from Bob to Alice.
2) Then Bob sets M-ID in HDR to X1 as response to Alice, and also attaches a
payload to indicate Y1 as responder's M-ID for subsequent messages from
Alice to Bob.
3) Now for messages followed within this exchange, if A->B, set M-ID to Y1;
if B->A, set M-ID to X1.
