This is indeed an inappropriate forum for discussion of this issue.

I would suggest that the issue is more appropriately discussed in
the forums which also discuss IPv4 address allocation, however,
there are certain indications that discussions regarding IPv6 
address allocation are not quite ready for primetime. In fact,
there is currently dissension on IPv4 address allocation.

As an aside, the confounding problem with IPv6 address allocation
is not that someone may try to hoard address space, it is more
an issue of not increasing the size of the global routing table
by additional prefixes by allocation without the capability to
aggregate.

And while the final IPv6 address format is in limbo, it will
probably be some time before these issues are visited.
