The model of configuration is fundamentally different.

RAs neither presume nor require any coordination among attached routers.
Consequently it might be extraordinarily difficult to construct a
conflicting policy de-conflicting algorithm that works in all cases.

That being said, putting something inside an encapsulating PVD option might
result in something usable.
