I suppose what I am thinking is that since there are no "IETF Police", then=
 the only "teeth" there are in the standards is the ability to say "this is=
 not compliant".  That is not a trivial thing.  People pay attention to tha=
t.

[WEG] The IETF doesn't do compliance testing either. The only teeth in any =
IETF standard is you as a customer telling a vendor that they must support =
a set of IETF standards (that you explicitly define by giving them a list),=
 and then doing your own testing to ensure that it meets your requirements,=
 and not buying it or requiring fixes from said vendor if it fails your tes=
ts because it didn't implement the standard completely or correctly.
