"pass quick" and "block quick" short-curcuit, matching immediatly and 
preventing checks for other rules.

Also check out the "head" and "group" keywords.  Once a rule with "head"
matches, only subsequent rules with matching "group"s will be chekced.
Good for partitionaing rules by interface & direction.
