The patches to the kernel config files are indeed i386 specific, but with
a bit of work can be applied to other architectures.

Hmmm...are you doing the modload in multiuser mode ?  If so, is securelevel
-1 or 1 ?

Also, NetBSD-current has IP Filter already merged.
