IP Filter doesn't support non-blocking I/O..

could be.  "Operation not supported by device" sounds like an
incorrect cdevsw entry for IP Filter.  Does this error happen
whilst it is running (and it continues) or ... ?  Do the other
utilities (ipf, etc) all work ok ?
