Ah, well, yes, 192.168.11.0 is the BLUE subnet (wlan) , 191.168.0.0 is GREEN (lan-1).

The clients are on the wired lan-1.  The one in the snippet is actually assigned a \
fixed  lease on lan-1.    So, to me, it should *never* get assigned an address other \
than that. 

A "wrong" (BLUE) address has also been handed out to a much abused laptop, on its \
wired interface, same simple hub/switch as the other box while installing and testing \
CentOS 7 and OpenSuse.   I've since changed that hub  out, for other reasons and the \
issue continues.  As one might expect.

If you have some further enlightening words this may have effervesced, please feel \
free.  Otherwise, I will attempt to follow up on your other points.
