Indeed is isn't. You need the ipcop-1.4.21-update.i386.tgz.gpg, e.g. 
from 
http://sourceforge.net/projects/ipcop/files/IPCop/IPCop%201.4.21/ipcop-1.4.21-update.i386.tgz.gpg/download


Load it up manually and everything should work.
