No, beeps could mean several things, as others have already said.
I had a similar problem with regular loss of connection a couple of 
years ago, after an IPCop upgrade.  It would sporadically beep and lose 
connection.  The same IPCOP taken to the office (different ISP and 
lines) worked fine.  Another IPCop box at home did the same thing.  As 
part of my trial-and error, I installed Endian (another smoothwall fork) 
on one of the IPCop machines, and it worked perfectly.  Reinstalled 
IPCop on the same machine and the problem returned.

There was something about the home ISP connection that did not get along 
with that version of IPCop, and I never did find out what. I stuck with 
Endian for a while, and when tried the subsequent IPcop version it no 
longer dropped connections. 

You might try backing up your IPCOp and installing Endian on the same 
machine - that will tell you if it's the same sort of bizarre IPCop 
incompatibility issue with your ISP.

I'm guessing that "Endian" is another type of firewall software?

I have to be alert to the re-occurrence of any beeping sounds 
henceforth. A personal problem is that I'm fairly severely hearing 
deficient related to being
beyond the eight decade mark in age. But I'm learning thanks to Hylton 
and others that I need to know just what the beeps mean for each device 
in the
total circuit---not just the Modem, but also the Router, the Computers 
on my LAN and the IPCop Computer/Box itself.

With no disrespect intended ---
        Since I've invested a good deal of time trying to get IPCop 
configured and attempting to grasp how it works and what to do to make 
it work, I'm reluctant
        to switch horses in the middle of the stream just yet.
