Interesting that 2011-10-30 test was ok as test use gmt_offset and 30-11 was
the day for you and me when gmtoff value changed from 7200 to 3600.

zdump -v -c 2011,2012 Europe/Paris
...
Europe/Paris  Sun Oct 30 00:59:59 2011 UTC = Sun Oct 30 02:59:59 2011 CEST
isdst=1 gmtoff=7200
Europe/Paris  Sun Oct 30 01:00:00 2011 UTC = Sun Oct 30 02:00:00 2011 CET
isdst=0 gmtoff=3600

Looking at
http://ipcop-addons.ath.cx/ipcop/testresults/svn-6006/coreutils-8.14-02.log
timestamp, this test should have run after the time transition.
I then find the solution on gnulib changelog
http://git.savannah.gnu.org/gitweb/?p=gnulib.git;a=commitdiff;h=56ddf0fdeb52ce76718e0594db4f567401e90a2c
So you could ignore the issue. Unsure we should attempt to fix the test,
maybe just allow test to fail for now until next coreutils release.
